So my question is. I have an HDTV, and plans to quickly get the HDMI cable to connect my HDTV with my HD Cable Box. I know the quality is much better, but I was wondering if my DVD burner (not HD) which captures the high definition image that the TV is off? or save the DVD as if no HD signal? Thank you.

Your DVD recorder is limited to the quality of video its media is capable of displaying, DVD quality standard definition 480p. With some DVD recorders you can adjust the bitrate to make longer recordings, but the lower the bitrate the worse the image quality. The only way to record HDTV in HD quality is with an HD-PVR (which can also be on a computer) or a blu-ray recorder.
